Having worked quite closely with several use cases that are at the center of this excitement, we are aware of both the promise which secure hardware holds, and of the current insufficiency of today’s hardware to service these use cases. TEE solutions currently on the market simply do not offer sufficient security guarantees while alternative secure hardware families like TPMs, secure elements and smart cards offer better (although not perfect) security guarantees at the cost of needed performance and functionality. For the first time, there is substantial industry demand for high-power, high-performance hardware that is secure under a comprehensive threat model.

In less than 24 hours, Ethereum will undergo a historic change to how blockspace is allocated as transaction inclusion rules drastically change with the activation of EIP-1559. However, EIP-1559 does not affect miners’ ability to reorder, insert, or censor transactions, and as such it largely does not have an impact on MEV (Maximal Extractable Value).

Considering this permissionless nature, any agent with transaction ordering rights will be in a privileged position to perform the extraction. In Proof of Work blockchains, it is miners who determine transaction ordering within a block, hence the former "miner" term. In practice, bot operators seek to extract $\textrm{MEV}$ by either paying high fees to increase the likelihood that their transactions are mined, or by fine-tuning their gas price choices in order to "time" their transactions right, as is the case when backrunning an oracle update to perform a liquidation.
